Depends on the particular pair of pants. For some order matters because of the particular placement of buttons. (Most are fasten-then-zip.)

What she said. I have two pairs of denim capris, which have both an outside and inside button. So, for those, I fasten the inside button, zip, then fasten the outside button. It's still fasten-zip, but there's an extra "fasten" involved :-)
