The group on the left are anti-disengagement protesters, trying to get into the Gaza Strip "settlement" Kfar Maimon. The group on the right are IDF soldiers, tasked with keeping the protesters out of Kfar Maimon.
Based on the amount of sunlight, it was probably time for Mincha, the afternoon prayer, so the bunch of them dropped everything and made a minyan.
