Depends on what program you have, as I have PSP 7.0, but I suspect the principle's the same. There should be an option somewhere that asks you if you want to apply the modifications to *all* layers or just the active one.
Also, use blur with caution. It might be better to use the eraser to fade out the sharp edges around Ari -- step both the hardness/density gradients on the eraser tool -- and only after you've got the fade settled to your satisfaction, blur a bit of Ari, then all the layers together.
