geeky clothesbling question...

So, they were showing reruns of Crusade (the short-lived Babylon 5 sequel series) on SciFi, and one of the characters (Galen, the technomage) was wearing a trenchcoat with a really cool cloaky-hood thing.

1) Is that a legitimate article of clothing or a costume piece they made up?

2) If it's real, where can I get one?
