Go to an SCA event or Renn Faire dressed as Doctor Who. :-)

(Of course, in Mass. you could do the same thing at Sturbridge Village or Plymouth Plantation or the like)

Oh.. to see this at Pennsic. :-)

Actually, the weather at the only SCA event i've been to would have been ideal for long scarf, etc... especially at night.
